Many problems are caused by problems of unethical practices like open defecation (in local authorities) or inadequate revenue collection (in private utilities). The problems have been well documented over years and though solutions have been proposed for most problems they continue to persist due to a lack of political will or human resources. Some researchers argue that problems with sewerage are a good thing as it stimulates research on drain management technology. However, the actual costs incurred by companies and governments for managing these problems far outweighs any benefits from research on drain management technologies. All problems are interrelated for example a lack of political will often result from no funds available to manage sewage systems properly due to low revenues collected by utilities or poor allocation of resources by local authorities. Problems can be divided into two categories namely those caused by infrastructure and operations. Introducing new technology is a classic example of infrastructure problems, but there are also many technical problems that need to be addressed such as manholes being blocked by solid waste or grease blocking the sewers. Operations problems include unauthorized connections and wastewater leaks. Some of the more serious problems in sewerage systems happen when there are authorized connections to sewer pipes that pollute wastewater with organic solid wastes. Wastewater treatment plants are designed not to handle this type of pollution, resulting in expensive equipment breakdowns and frequent shutdowns due to oils in their hydraulic systems for pumps and valves, etc., or odors causing environmental nuisances. There are several types of ways unauthorized connections affect sewage systems. In developing countries, it is common for people to connect their houses to storm water drains.
